When the media raises difficulties to the expression of political pluralism, it is accused of not carrying out a duty which is historically required by liberal democracies. This condition is more noticeable in countries in which the means of communication are explored mainly as a commercial system, such as Brazil. This paper takes up aspects of the discussion about the role of the national cultures and institutions in the maintenance of the social capital that the development of a democratic country demands, introducing the function of the media in the debate in order to point out obstructions which need to be considered when the goal is to make media more responsive to what it is expected from it in contemporaneous democracies. Characteristics of the fragile Brazilian legal environment are reviewed, and, at finally, ideal aspects of a system designed to preserve the quality of the means of communication are indicated.
