Governo eletrônico, democracia digital e comunicação pública: a presença do Poder Judiciário na internet

This paper presents results of a research which undertook a comparative analysis of the web pages of the superior courts of the Judiciary in Brazil – Federal Supreme Court (STF), Superior Court of Justice (STJ), Supreme Electoral Court (TSE), Superior Labor Court (TST) Supreme Military Court (STM) – and its regulatory agencies – the National Council of Justice (CNJ), the Federal Justice Council (CJF) and High Council of Justice of Labor (CSJT) with the goal of assessing the quality of the exploitation of technologies. The methodology deployed content analysis in four categories: institutional information; transparency; services; and interactivity. The results indicate that the portals showed satisfactory performance in the categories of institutional information (87% of the web pages analyzed contain related information), transparency (78%) and services (74%), but an insufficient use of interactive resources was detected (39% of the pages analyzed contain input mechanisms from users). The data are interpreted in the context of recommendations of international institutions and studies. Keywords
